Upper East branch of CLOGSAG lock offices over bad faith of leadership in salary negotiations, others
The Upper East Regional branch of the Civil and Local Government Staff Association, Ghana, (CLOGSAG) has closed down its offices in the region with a stern warning to its leadership to act in their interest.
The Association, which has joined the Aggrieved Public Sector Workers-Ghana following their disagreement with the 4% increase in their salaries has among other reasons asked its executives to halt all deductions and refund their accruals with interest until they return to the table to renegotiate their salary appreciation percentage.
The executives have been given a 14-day ultimatum to undertake this upon a release from its outfit, sighted by Ghanasonline.com.
“For leadership/executive(s) to show us member their commitment as well, leadership/executive(s) should stop all deduction and return to us all deduction/investment with interest accrued OR go for proper negotiations within 14 days from the date of this notice,”
The release further demands a working constitution from the leadership to abreast members with how things are run in the association.
The lack of transparency according to the members is the reason their consent were not sought before the salary negotiations were held, as has been the status quo over the years.
A working constitution to guide all is among the key things the members are demanding from its leadership whose selection process they’re even oblivious of.

NOTICE TO THE EXECUTIVES OF CLOGSAG-UPPER EAST
Section 79(1) of the Labour Art 2003 (Act 651) enjoins on every worker (in Ghana) the right to form or join a trade union of his or her choice for the promotion and protection of the worker’s economic and social interest.
As noted above, this belonging is for the utmost benefit of the worker and not a steering wheel to disenfranchise the said worker(s), NO NOT AT ALL.
But the opposite is the reality, no member can question the action(s)/inaction(s) of our leadership/executive(s) both elected and appointed from district to national levels. Why must that be so?
The 1992 Constitution of Ghana, in article 21(1)(e) & 24(3)(4) gives to every citizen, the fundamental freedom of association. How one becomes a CLOGSAG member is a topic for discussion on another day.
As the 1992 constitution of Ghana is the supreme guide for all citizens, so is every recognized entity required to have a constitution. But without a workable constitution available to members, how do member seek accountability from their leadership/executive(s)?
As law abiding citizens, being committed and consistent dues paying member(s) upon our employment and automatic member(s) -as we are made to believe- of this very association [CLOGSAG] for varying years (2,3,5,8,12,20years and more) paying our dues from our very first paycheck [the writer as an example, for 8years – have received 2 pieces of clothes, 1 Lacoste shirt, and a 24 months loan (with interest, which is duly serviced)].
Again, without a workable constitution available to CLOGSAG local member(s);
• How do we know how leadership/executive(s) are elected/appointed and tenure of holding office (especially secretaries)? We don’t know.
• Who determines allowances/salaries of office holders [gargantuan or meager]? We don’t know.
• How often are/shall meetings be held? We don’t know.
• You chose for us a pension manager without our concern.
• Started deduction into a fund without our concern.
• Apart from giving us back our monies (dues) as loans and taking interest on same, what do we benefit from the many unknown investment CLOGSAG claims to be doing on our behalf. Where does the returns go and for what?
• Including the Hotel in Cape Coast, do we ever benefit from it and how?
Leadership/executive(s) from national to district level have failed to engage its local members. How many meetings do we have at the district levels within a calendar year to know our ills or needs? How then do you go and negotiate for salaries for us without our inputs?
Did you or have you as our leaders (representatives) communicated to us officially on the poor negotiations you did on our behalf some month(s) ago if not through social media? When did you or would you do same?
We dare you (all executives) to make available any evidence of engagement(s) with members. The position paper of CLOGSAG executive with government is also unknown with regards negotiation on condition of service. Have all these documents become a National Security Document(s)? Everything is hidden from member to even district executive(s) level.
• Are you to serve us or you are to serve your selfish interest? Without employees how can one call him/herself an employer?
This insensitive behavior is one too many.
We are posed with two options; either to leave the association or stay. We choose the later: to stay and fight to correct the wrongs of the association (CLOGSAG) of which our first paycheck helped to build.
For leadership/executive(s) to show us member their commitment as well, leadership/executive(s) should stop all deduction and return to us all deduction/investment with interest accrued OR go for proper negotiations within 14days from the date of this notice.
